I think this is a commercial flight and not a NATO Sally. Antonov owns Hostomel Airport and Châteauroux aka the 'garage' is where many aircraft maintenance companies are located. It's obviously unlikely this Ruslan is going there for maintenance and quite likely it's delivering spare-parts for it's aircraft to one or more service companies at CHR.Operations
